                                                Parking Ticket Appeal Process

You may appeal a citation within (7) days of issuance by enclosing your name, address and telephone number along with a brief explanation of your appeal. You will be notified by mail of the disposition of you appeal. Additional penalties will be suspended while appeals are pending. Should you fail to respond within (7) days, you will be deemed to have waived your right to an appeal and the determination that the violation was committed shall be considered final. Please mail your appeal to the Records Division.

                                                 Sec. 30-125.  Parking restricted.

It shall be unlawful at any time during the period of any snow emergency under the provisions of this division for the owner of a vehicle or person in whose name it is registered to allow, permit or suffer such vehicle to stand or park in any street, way, highway or parkway under the control of the town in such a manner as to constitute a hazard or obstruction to vehicular and/or pedestrian traffic or to hamper and interfere with the work of removing or plowing snow or removal of ice. However, a vehicle may be parked for no longer than five minutes for loading and unloading of passengers and no longer than 30 minutes for the loading and unloading of merchandise.
 

Sec. 30-126.  Winter parking ban.
It shall be unlawful for the owner or operator of any vehicle to park the vehicle on any street in the town between December 1 of each year and April 1 of the following year between the hours of 12:00 midnight and 7:00 a.m.
 

Sec. 30-127.  Registered owner responsible for vehicle.
In any prosecution or proceeding pursuant to this division, the registered owner of any such vehicle shall prima facie be presumed to have parked or to have authorized the parking of the vehicle in violation of this division.
 

Sec. 30-128.  Violation of division and penalty.
Any owner, operator, person, firm or corporation violating any of the provisions of this division shall be fined a sum of $100.00 for each such violation. The provisions of this division shall be enforced by the police department in accordance with section 1-12.
 

Sec. 30-129.  Removal of vehicle parked in violation of division.
(a)   Removal to private facility.  In addition to the penalty in section 30-128, any police officer of the municipality, upon discovering any such vehicle so parked in violation of this division may remove or cause same to be towed to a private storage facility. 
(b)   Report of removal.  Whenever a police officer removes or causes the removal of a vehicle from a public highway, as authorized by this division, he shall within a reasonable time notify the owner of such vehicle upon the owner's inquiry of the removal and reason therefor, and the name and location where the vehicle is impounded. 
 

Sec. 30-130.  Redemption of vehicle.
Before the owner or person in charge of any vehicle is allowed to remove such vehicle from the place where it was impounded pursuant to this division, he shall furnish evidence of his identity and ownership, sign a receipt for such vehicle, and shall pay the fine, the fee for towing, and charges for storage, if any.
